4 Hay-Herran Treaty
Договор между США и Колумбией о статусе будущего Панамского канала. Подписан 22 января 1903 в Вашингтоне госсекретарем США Хеем [ Hay, John Milton] и поверенным в делах Колумбии в США Т. Эрраном. Правительство Колумбии разрешало передачу США всех прав французской Компании Панамского канала на сооружение, эксплуатацию, контроль и охрану канала, а также на использование полосы колумбийской территории шириной 5 миль с каждой стороны канала в течение 100 лет. Колумбия передавала США право обеспечивать порядок в зоне канала. Канал объявлялся нейтральной зоной в соответствии с договором Хея-Паунсфота [ Hay-Pauncefote Treaty]; для обеспечения его нейтрализации США могли использовать свои вооруженные силы без предварительного согласия Колумбии. США признавали суверенитет Колумбии над зоной канала и обязывались единовременно выплатить 10 млн. долларов золотом, а в последующем ежегодно выплачивать 250 тыс. долларов.
